The Borno Geographic Information Service (BOGIS) has directed all landowners who have obtained Certificates of Occupancy (C of O) from 2021 to date to submit their National Identification Number (NIN) for proper documentation and record integration.
The directive, contained in a public announcement issued by the agency’s management on Thursday in Maiduguri, is in line with Section 27(1)(d) of the National Identity Management Commission (NIMC) Act 2007.
The Act mandates the use of the National Identification Number for all land-related transactions, including purchase, transfer, registration, and other connected processes.
According to BOGIS, the exercise aims to ensure accurate documentation, transparency, and seamless integration of property records into the state database. It also seeks to harmonise land records with the national identification system for effective monitoring and service delivery.
The statement directed all concerned C of O holders to submit their NIN between 31 October and 2 November 2025 via SMS or WhatsApp to the following official numbers: 08029946666, 07066464611, and 07037237330.
“This directive is in compliance with the NIMC Act 2007, Section 27(1)(d), which mandates the use of the National Identification Number for all land-related transactions,” the statement read.
BOGIS further announced that, henceforth, no land-related transaction would be processed without the presentation of a valid National Identification Number.
The agency urged all affected C of O holders to comply with the directive within the stipulated period to avoid disruption in future land transactions.
It added that the measure is part of ongoing efforts to strengthen land administration and ensure proper data management in Borno State.
